Hypothetical Question, August 27th, 2203

Let's say that, hypothetically, you used a tested but poorly-understood singularity setting to try to send a message in a desperate situation, knowing that it might cause instability and thus a slight chance of disaster but figuring that the risk was minor, and accidentally killed, say, a dozen people when both singularities exploded?

Would that be an unfortunate accident, gross negligence, manslaughter, or 1st degree murder?

Just a hypothetical question.
